The waste lead-acid batteries did not take corresponding preventive measures, resulting in the loss and infiltration of hazardous waste liquids, and directly discharged into the Lishui River through toilet infiltration wells.
Subsequently, the special group of policemen found out that Chen Mou-mou sold the dismantled lead-acid batteries to renewable resource companies or unlicensed illegal smelters in Hunan and Jiangxi provinces and cities respectively through the introduction of the intermediary Chao Moujiang. Chao Moujiang drew 50 to 100 yuan per ton of introduction fee. Up to the case, Chao Moujiang received funds from Hubei, Jiangxi and other provinces'renewable resources limited companies and illegal smelters. Jinliushui reached more than 50 million yuan, and Chen received more than 20 million yuan from Chao Moujiang and Renewable Resources Co., Ltd. and illegal smelters.
On April 24, 2018, the special team captured Chao Moujiang, a suspect who fled to Changsha's Huanli Town. Through further investigation of Chao Moujiang, it was found that Chao Moujiang and Fu Mouliang had jointly owned 5 million yuan, without any documents, intending to monopolize the whole Hunan waste lead-acid battery acquisition market, leasing warehouses in Changsha's Huanli Town, and illegally purchasing all kinds of waste lead at marked prices. When seized by the public security organs, Chao Moujiang had sold more than 390 tons of waste lead-acid batteries, and its purchasing point warehouse had stored more than 130 tons of purchased waste lead-acid batteries.
